Bowls Canterbury has been contracted by Bowls NZ to act as a service centre for the Southern Region (all the South Island). The Centres contributing to the Southern Region are Nelson, Marlborough, Buller, West Coast, Central Otago, Southland, South Otago, Dunedin, North Otago, South Canterbury and Canterbury. Should any Centre require assistance on any matter, their first stop is the Regional Service Centre.
All Centres are to forward information regularly on their Umpring, Coaching, Youth and Talent Development programmes, as well as their winners eligible for the zone playoffs.
The role and functions of the service centre are to:
- deliver quality programmes, services, and initiatives in Southern Region, including providing services for coaches, umpires, talent development, youth and greenkeeping, in accordance with the Bowls NZ Strategic plan and operational plan;
- manage and deliver Bowls NZ competitions in the Southern Region including inter-centre competitions, in accordance with Bowls NZ Regulations and the reasonable direction of Bowls NZ;
- promote the game of Bowls, Bowls NZ nationally branded programmes, services and initiatives in Region 3, …;
- together with Bowls NZ promote its funders, sponsors, and other partners in the Southern Region;
- assist and support the other centres and clubs in the region to achieve the objects of Bowls NZ, the objects of the clubs as described in their respective constitutions;
- facilitate regional and local forums (at least two per annum) to assist in the development of national regional strategies;
- liaise and co-operate with territorial local authorities and regional sports trusts in the southern area to enhance the opportunities for bowls in the region;
- through its delegates represent the interests of the clubs and the other centres in the region at general meetings of Bowls NZ;
- take such steps as are necessary and meet all requirements to be, and remain, a regional centre as set out in the constitution and the Bowls NZ regulations, including having a constitution that complies with the constitution of Bowls NZ and the Bowls NZ regulations;
- facilitate meetings in the region for the purposes of co-ordinating programmes, services and initiatives, and appointing the delegates for general meetings in accordance with the constitution and
- have authority and the responsibility for the delivery of the Bowl NZ programmes, services and initiatives in the region to the extent set out in this agreement, provided that this agreement is not inconsistent with the Constitution and the Bowls NZ regulations.
